The purpose of forming Center of Excellence for Risk Management and Natural Hazards is to use the scientific capacity of the country's universities in identifying and managing natural hazards in four levels of prevention, preparedness, response and reconstruction and in three sections of education, research and executive decision-making based on as follows:

• Increasing and expanding risk education and risk awareness for safety culture at university, public and managerial levels of Iran to prevent and control natural disasters;
• Expanding and strengthening coherent and focused scientific and research studies in order to identify and reduce the effects of natural hazards according to the prioritization of hazards in each region of Iran.
